OBM MP for Citrix 3.1 Patch 4

OBM Management Pack for Citrix 3.1 Patch 4 (03.01.724)

The patch contains updates to MP for Citrix 3.1 that enable the MP to support Micro Focus product versions:
- Operations Bridge Manager 2019.11, 2020.05, 2020.10, 2020.10, 2021.05, 2021.11, 2022.05, 2022.11
- Operations Agent 12.12, 12.14, 12.15, 12.20, 12.21, 12.22, 12.23

The patch contains updates to MP for Citrix 3.1 that enables MP so support Citrix product versions:
- Citrix Virtual Apps and Desktops:
    1912 LTSR, 2203 LTSR,
    2003, 2006, 2009, 2012, 2103, 2106, 2109, 2112, 2206, 2209, 2212
- Citrix Storefront:
    1912 LTSR, 2203 LTSR,
    2003, 2006, 2009, 2012, 2103, 2106, 2109, 2112, 2206, 2209, 2212- Citrix Provisioning:
    1912 LTSR, 2203 LTSR,
    2003, 2006, 2009, 2012, 2103, 2106, 2109, 2112, 2206, 2209, 2212- Citrix Licensing:
   11.16.x, 11.17.x

Additionally this patch solves following issues:
- (OMFC-190): The monitoring of Citrix Analytics service fixed.
- (OMFC-185): OBM MP for Citrix Configuration tool updated to work correctly on OBM servers 10.80
- (OMFC-213): Custom workspaces updated to use new HTML message browser
- (OMFC-149): License check updated to better handle corrupt license files
- (OMFC-168): Check requirement tool adds power-shell error reporting
- (OMFC-153): VDA Monitor skips probing unconfigured VDA machines
- (OMFC-72) : VDA Monitor reports error msg if CTX Data collectors are unavailable
- (OMFC-106): Removed logging of passwords due to connection failures on PVS
- (OMFC-108): PVS cache monitoring updated
- (OMFC-111): VDA Monitor correctly handles misconfigured accounts
- (OMFC-218) Supporting new Citrix and OBM version
- (OMFC-76) LogWarning and Log Err should contain msg key and acknowledge msg key (only with clean install on OBM)
- (OMFC-75) Valid license check on Machine Agent should state (N/A) if machine is only acting as Machine agent
- (OMFC-216) Remove Base instrumentation and License aspects from node specific templates (only with clean install on OBM)
- (OMFC-220) Remove Configuration policies from OBM MP configuration (only with clean install on OBM)
- (OMFC-221) Let check/requirement check also configuration
- (OMFC-225) Discovery fails if Names of objects have special characters that make XML syntax error
- (OMFC-96) DOC: Update release notes - wsman error and nonexisting reg key
